How to Read a Mill Test Report

The short answer

A Mill Test Report, also called an MTR, material test report or mill cert, is the mill's certified record of what a specific heat of metal actually is: its chemical composition, its mechanical properties, its heat treatment condition, and the specification it was produced to. The heat number is the key field, because it is what ties the certificate to the physical material in your part.

The EN 10204 certificate types

European material certificates carry a type number that tells you how much independent validation stands behind them. It is worth knowing because "we have a cert" can mean very different things.

Type 3.1 is the normal requirement for anything structural or regulated. If a certificate does not say which type it is, it is usually a 2.1 or 2.2.

What to actually check

Start with the grade. Confirm the specification and type on the certificate match what your drawing calls out, exactly. A 316 certificate against a 316L drawing is a real discrepancy, because the carbon limits differ and that affects weldability.

Then check the heat number is legible and appears on both the certificate and the material or its packing documentation. A certificate with no traceable link to the physical metal proves nothing.

Then scan the chemistry against the specification range. Every element should fall inside its limits. Watch carbon on low-carbon grades and watch the alloying elements that define the grade.

Then read the mechanical properties. Tensile, yield and elongation should meet the specification minimums. If your application depends on a property the certificate does not report, ask before the material is cut.

Finally, confirm the heat treatment condition matches what you specified. Material supplied in the wrong condition is one of the more common and expensive surprises.

Common problems

Certificates that cover a different size or form than the material actually shipped. Certificates that are copies of copies with an illegible heat number. Certificates from the distributor rather than the mill, which is acceptable only if the distributor transcribes the mill data and states the original heat. And certificates for a grade that is nominally equivalent but not the one you specified, which is a substitution the supplier should have asked about.

How to ask for certs without paying for the wrong ones

Material certification is cheap when it is planned and expensive when it is retrofitted. The reason is traceability: a shop can only supply an MTR for material it bought with one and kept segregated. If you ask after the part is cut from shop stock, the honest answer is that the certificate no longer exists for that specific piece.

So the rule is to ask at RFQ time, always, even if you are not sure you need it. Adding a certificate requirement to a quote costs very little. Adding it after the fact can mean re-buying material and re-running the job.

What to check before you accept the material

Most cert problems are caught in ten minutes if someone actually reads the document. In order of how often they bite:

Is the heat number legible, and does it appear on both the certificate and the material tag or packing list? A certificate with no traceable link to the physical metal proves nothing at all.

Do the mechanical properties meet the specification minimums, and does the certificate actually report the property your application depends on? If it does not, ask before the material is cut.

Does the heat treatment condition match what you specified? Material supplied in the wrong condition is one of the more common and expensive surprises, and it is invisible until the part fails.

When you need traceability all the way through

A certificate proves what the raw material was. It does not prove that this specific finished part came from that specific material, and for some applications the gap matters.

Full traceability means the heat number follows the material through every operation: cut, machined, heat treated, plated, inspected and shipped, with records at each step and often the heat number physically marked on the part. Aerospace, medical, defense and pressure-containing parts routinely require it. Most other work does not.

It is not free. Traceability means segregated storage, controlled lot sizes, extra paperwork at every operation, and a shop that cannot simply grab a convenient offcut. It changes how the job is run, not just what is filed at the end.

So the useful question is not "can I have traceability" but "how far does it need to go". Ask your customer or your regulator what level they will actually audit against, then specify that and no more. Paying for full traceability on a bracket that nobody will ever ask about is a common and invisible waste.

Certs on plastics, castings and finishes

The mill test report is a metals document, and asking for one on other materials produces confusion rather than certificates.

For polymers you want a Certificate of Analysis or a lot-traceable material data sheet from the resin producer. It reports the batch properties rather than a melt chemistry, because there is no melt and roll process to certify. For medical or food contact you additionally want the compliance statement for the relevant standard.

For castings, ask for the chemical and mechanical certificate plus any non-destructive testing the drawing calls for, since porosity is the failure mode a chemistry certificate will never reveal.

For finishes and plating, the equivalent document is a certificate of conformance from the processor stating the specification, the thickness achieved and the process controls used. Anodizing to a MIL specification and anodizing to "looks black" are different purchases, and only one of them comes with paperwork.

Frequently Asked Questions

What is a heat number?
A unique identifier for one batch of melted metal. Everything rolled from that melt carries the same heat number, which is how a finished part can be traced back to a specific certificate years later.
Is an MTR the same as a Certificate of Conformance?
No. A CoC is a supplier statement that the goods meet the order. An MTR contains actual measured chemical and mechanical test data for a specific heat. A CoC alone is much weaker evidence.
Can I get an MTR for plastics?
Not in the same form. Polymers get a Certificate of Analysis or a material data sheet with lot traceability rather than a mill test report, since there is no melt and roll process to certify.
What is the difference between EN 10204 3.1 and 3.2?
Both report actual test results for your batch. A 3.1 is validated by the mill's own quality department, which must be organizationally independent of manufacturing. A 3.2 is additionally validated by an independent inspector or your own representative. A 3.2 costs more and takes longer, and most commercial work does not need it.
Can a distributor issue a valid MTR?
A distributor can transcribe and pass on the original mill certificate, which is normal and acceptable, provided the heat number ties back to the mill document. What is not acceptable is a distributor certificate that reports no test data and no traceable heat, since that is a certificate of conformance wearing a more official name.
What if the certificate reports a property my drawing does not call out?
That is common and harmless. Mills report a standard panel of properties for the grade. The problem is the reverse: your drawing depends on a property the certificate does not report. Catch that before the material is cut, because retesting finished parts is expensive and sometimes destructive.
