Can you cut, form and weld as one order?

Yes, and on chassis and frame work it is the only sensible way. Welding pulls metal as it cools, so a fabricator who knows the part will be welded cuts and forms it differently from one who does not. Split across vendors, the distortion becomes nobody responsibility and it shows up at assembly.
